.NET Application Technical Lead

About the role

Marsh Risk is looking for an experienced .NET Application Technical Lead to provide technical leadership and governance for a business-critical application platform in Cluj, Romania. The role is hands-on, with no direct people management responsibilities, and works with Development, QA, Support, Security, Infrastructure and Architecture teams. It is a hybrid position with at least three days a week in the office.

Key responsibilities

• Create proof-of-concept baselines and act as the technical authority for the platform, defining and enforcing development standards, architectural guardrails and release governance.
• Design, develop and maintain CI/CD pipelines with GitHub Actions, automate build, test, deployment and release, and improve deployment reliability and release quality.
• Define Git branching strategies, pull request policies, code review requirements, quality gates and automated validation.
• Integrate security controls, automated security checks and vulnerability scanning into the development lifecycle, and raise and drive remediation of security and compliance risks.
• Design automated deployment of database changes, validate them and integrate them into CI/CD, working with the central DBA team.
• Collaborate with Technical Product Owner, Development, QA, Support, Security, Infrastructure, Architecture and DBA teams, support external vendors, and act as a technical escalation point.
• Improve platform reliability, maintainability and observability, reduce manual work through tooling, and support incident analysis and root cause investigations.

Required profile

• At least 5 years of experience in similar roles (technical lead, software architect, DevOps or developer).
• Bachelor's degree in Software Engineering or equivalent.
• Preferred: experience in large enterprise environments, with centralized Architecture, Infrastructure, Security and DBA teams, and with DevSecOps, automated testing, cloud delivery, monitoring and observability platforms, and Agile.
• Excellent communication in English and French, and ability to influence technical decisions without direct authority.

• Microsoft .NET and ASP.NET, and strong Angular and modern front-end development.
• IIS administration and application hosting.
• Microservices architectures and distributed systems.
• Microsoft SQL Server (MSSQL).
• CI/CD pipelines with GitHub Actions, source control and branching strategies.
